Add water and sugar in a small saucepan on medium-low heat and whisk together.
Once sugar is dissolved, add loose leaf green tea and stir.
Bring to a simmer on medium-low heat for 2-3 minutes. Whisk infrequently to make sure mixture does not burn. (Take great care not to overcook. The mixture should be a little thicker than water, but still liquid.)
Remove from heat and set aside for 2 minutes.
Use a fine-mesh strainer and strain mixture into glass jar and allow to completely cool.
Store in a tightly sealed glass jar in the fridge for up to 1 month.
